[omniORB] Bulding Debug Versions on Windows

My guess is that you've set the BuildDebugBinary define. That's
broken. If you don't set that, it should all be fine.

If that's not the problem, when does the problem occur?  During the
omniORB build, or when you try to use omniidl later?
