[omniORB] Testing Name Service Existence

Thanks for your comments.

I am writing a COM wrapper that uses the naming service. The wrapper gets
its configuration information from a central repository (so that it is only
configured in a single place) and as such I don't want to be using standard
omniORB config files/registry entries.
