I started a general source code documenting tool last spring. Its IDL
parser is basically omniidl. Have a look at 

http://Synopsis.sourceforge.net.

A sample output can be found at 

http://www.centrcn.umontreal.ca/~seefelds/Warsaw.html

which is based on a simple HTML formatter, included in the synopsis package.
Since both, parsers as well as formatters are plugin based, you can simply
write your own.
I'm currently trying to add a C++ parser by means of the openC++ tool, but
I don't make as much progress as I would like. Anyway, may be the existing
stuff is already what you are looking for.
