release 2.4.0 for win32 provides debug DLLs. 

If you are using the build environment and gnuwin32, have a look at
<top>/config/config.mk, uncomment a single line would cause debug version
of programs to be built.

If you want to incorporate omniORB2 into developer's studio, have a look at
the very simple nmake file provided in <top>/src/examples/echo/dir.mak.
