Where HelloClient.java:31 is
org.omg.CORBA.PolicyManager policyManager = PolicyManagerHelper.narrow( orb.resolve_initial_references("ORBPolicyManager"));

How do you see the failure?

The following line should do the trick:
org.omg.CORBA.PolicyManager policyManager =
  org.omg.CORBA.PolicyManagerHelper.narrow(
  orb.resolve_initial_references("ORBPolicyManager"));
