[omniORB] OmniORB 2.8 client communicating with an OmniORB 4.1.3 server

The 2.8 client is trying to use the Sun bootstrap agent to resolve the
naming service. That's turned off by default in omniORB 4. You need to
enable it by setting the supportBootstrapAgent parameter to 1.
