[omniORB] omniORBpy: Cygwin tidyup patch

Hi Duncan,

This is a very small patch to mk/beforeauto.mk.in. It removes a 
duplicate copy of `define MakeCXXSharedLibrary' that exists in the 
Cygwin-specific section. The definition is identical to that in the 
global section, so it seems to be pointlessly duplicated.
