[omniORB] Possible bug in OmniORB 4.0.4

Have you decoded the IORs being generated by OpenORB?

If the IOR's specify 1.1, omniORB is correct to complain at
getting 1.0 replies.  But if the IOR specifies 1.0 then omniORB
should be speaking 1.0.

IIRC omniORB won't speak IIOP 1.1 unless it has to.
