[omniORB] objectId problem with PERSITENT SYSTEM_ID POA

Hi Duncan,

  I am not so surprised, i apparently am the first to notice
this little thing, since it is an unusual policy combination,
and the chance of it causing problems is fairly small. I was
simply investigating object persistence under the POA mapping
in preparation to porting omniEvents to the POA.
  The TAO people got it wrong too, but they have not responded
to my bug report yet, which clearly demonstrates, omniORB is
the best orb around:)
