[omniORB] omniORB plans

The current plan is that there will be a read-only CVS repository with
the name cvs.omniorb.org hosted at Cambridge University. Active
development will happen at SourceForge, where suitable people will be
given CVS write access. The SourceForge CVS will be regularly mirrored
to cvs.omniorb.org. I have created a SourceForge project for omniORB,
but there's nothing there yet.

The omniorb.org domain will definitely live on, and will continue
point to something useful. Everything else might still change, but
probably won't.
