[omniORB] Announcing omniNotify 1.1 official release

Announcing the omniNotify 1.1 official release.  Finally!  :->

All omniNotify users are strongly encouraged to upgrade.

The new release has some bug fixes and some new features, including support
for PacingInterval, OrderPolicy, and DiscardPolicy.  It also has an improved
debug/report logging facility and an improved interactive interface which,
amoungst other things, allows an admin to cleanup the channel (destroying
unused filters, admins, and proxies).  Please try it out and send me
feedback, including suggestions for additional interactive commands.

Source code and 3 binaries (Linux, Solaris, IRIX) are available via the
'Download' link.  An HPUX binary will be available as soon as I figure out
why the aCC compiler is breaking with an unhandled exception.
