[omniORB] Another IDL compiler output problem for VC++ in recent snapshots

The problem seems to be the IDL compiler is generating _raise() methods with 
the wrong signature.  It is generating

    void _raise();

but should be generating

    void _raise() const;

The strange thing is that when GCC is used it generates the correct code...
