[omniORB] omniidl3.exe not found error

Hi Jack,

i got the same problem, and another one with "sort" in a later stage. My
workaround
were the following changes in win32.mk:

OMNIORB_IDL_ONLY = omniidl3.exe -h .hh -s SK.cc
SORT = sort

May be cygwin is not properly installed (at least in my case).
